Notice to Bidders: 2020 MILL/OVERLAY PROGRAM

PUBLIC NOTICE IS HEREBY GIVEN that sealed bids will be received by the Town of Secaucus, County of Hudson, State of New Jersey for the 2020 MILL/OVERLAY PROGRAM.

Specifications and other bid information may be obtained online at www.Secaucusnj.gov  or at the Town of Secaucus’ Clerk’s Office, 1203 Paterson Plank Road, 2nd Floor, Secaucus, Hudson County, New Jersey during regular business hours 9:00 A.M – 4:00 P.M.  Please call the Town Clerk’s Office at 201-330-2017 before coming into Town Hall due to the current state of emergency and limited building access.

 

Said Bids will be received, opened and read aloud in public at the Town of Secaucus Municipal Building, 1203 Paterson Plank Road, 1st Floor, Council Chambers I on JUNE 18, 2020 at 11:00 A.M. prevailing time.

In-person attendance will be limited to below ten persons due to the restrictions on gatherings under the Governor’s Executive Order 107.   Online viewing of the bid opening will be available on said date and at said time by joining by computer.  The link and information to view via computer will be posted on www.Secaucusnj.gov at least 48 hours in advance of the opening date.  If the bidder chooses to provide an email address at the time of their bid package submission, a courtesy email with the electronic viewing information will also be sent to that email address.  There will be no public comments or questions at the bid opening. 

The project will consist of asphalt maintenance and repair as needed on a per street basis, as determined by the governing body for a period of one (1) year, with a possible one (1) year extension approved by the governing body.  Work shall include, but not limited to:  HMA milling, 3” or less; HMA 9.5M64 surface course; HMA pavement repair; inlet Eco curb piece; inlet bicycle safe grates; ADA Ramp Installation.

Bids must be on the bid form prepared by the Town of Secaucus’ Engineering Department, in the manner designated therein and required by the specifications, must be enclosed in sealed envelopes bearing the name and address of the bidder on the outside and also bearing on the outside reference to the particular work bid upon.  An original and two (2) copies of the proposal documents must be submitted to and be received by the Town, via mail or hand delivery, at the time and place stated in the Legal Notice to Bidders.  Said bids shall be addressed to the Town Clerk, Town of Secaucus, 1203 Paterson Plank Road, Secaucus, NJ 07094. In light of the current state of emergency, submission via certified mail or overnight delivery to the above address is encouraged.  Bid documents will not be accepted by facsimile transmission or e-mail.  Any and all documents submitted to this Bid Request not received by the Town by the time and date specified for receipt will be rejected.

Each bid shall be accompanied by a certified check, cashier’s check or bid bond duly executed by the bidder as principal and having as surety thereon a surety company approved by the Town of Secaucus in an amount not less than ten percent (10%), but in no case in excess of $20,000.00 of the amount bid.  Any such bid bond shall be without endorsement or conditions.  Bid shall be accompanied by a certificate letter from a surety company stating that it will provide the bidder with the completion bid. 

All bid addenda or clarifications will be issued on the Town’s website at www.Secaucusnj.gov.   All interested bidders are solely responsible for checking the website through the bid opening date and time listed above for any changes to the bid specifications or bid opening.

The Town of Secaucus is only responsible for forwarding addendum to the bidders who obtained the bid documents from the Secaucus Office of Purchasing and have left the appropriate contact information, or those who have put the Town of Secaucus on notice that they have received the specifications from the Town Website.

The Town of Secaucus reserves the right to consider bids for sixty (60) days after the receipt thereof, and further reserves the right to reject any or all bids, either in whole or in part and also to waive any informality in any and make such awards or take action as may be in the best interest of the Town of Secaucus. 

The award of the contract shall be made subject to the necessary funds to do the work being provided by the Town of Secaucus in a lawful manner. The contract to be executed by the successful bidder will provide that it shall not become effective until the necessary funds to do the work have been provided by the Town of Secaucus in a lawful manner. The award shall further be subjected to the securing of necessary state, federal, or local permits governing the work.

Bidders are required to comply with the requirements of N.J.S.A. 10:5-31 et seq. and N.J.A.C. 17:27-1.1 et seq., N.J.S.A. 34:11-56.25 et seq. and the Americans with Disabilities Act (42 U.S.C. 12101, et seq.).

 The contractor is further notified that they must comply with N.J.S.A. 52:25-24.2 and submit a Disclosure of Ownership Statement.

The contractor is further notified that they must comply with the N.J.S.A. 34:11-56.48 et seq., Public Works Contractor Registration Act and the contractor and any subcontractors must be registered in accordance with the Act. 

The contractor is also further notified that they must comply with N.J.S.A. 52:32-44 and submit proof of business registration and submit proof of business registration for any named subcontractors in accordance with the Act.
